Côte d’Ivoire
Côte d’Ivoire is a coastal country in West Africa known for its economic prowess in the region, as well as for its civil wars and political turmoil over the past decade. Côte d’Ivoire contributes 40 percent of gross domestic product for the West African Economic and Monetary Union, making its viability crucial to that of the entire subregion.
However, with an estimated adult HIV prevalence rate of 3.7 percent, Côte d’Ivoire is one of West Africa’s most HIV-affected countries. To meet this and other health challenges, the government has made it a top priority to strengthen its national health management information system (HMIS) to better equip government agencies and other organizations to monitor and evaluate their health programs.
MEASURE Evaluation contributed to that effort. Our work focused on strengthening health information systems and training health and government professionals in monitoring and evaluation (M&E) of programs. As an example, MEASURE Evaluation assisted CATSIS -- a group dedicated to district-level data collection and management -- through capacity building in data management and today it is independently conducting supportive supervision and collecting monthly reports from health districts. Further, MEASURE Evaluation helped to harmonize health indicators; standardize data collection tools; increase the availability and quality of data; and increase the use of information for decision making at district and regional levels.
In Côte d’Ivoire, MEASURE Evaluation focused on:
- Working with the Ministry of Health and Public Hygiene to strengthen the country’s HMIS, especially related to HIV
- Assisting the Ministry of Women, Children and Social Affairs to improve the reporting of monitoring and evaluation (M&E) on programs for orphans and vulnerable children
- Improving in-country use of information for decision making
- Supporting the National Institute for Public Hygiene to strengthen surveillance systems to detect and rapidly report on Ebola and other epidemic-prone diseases.
