Dominican Republic
The island of Hispaniola, which comprises the Dominican Republic and Haiti, accounts for almost three-quarters of HIV infections in the entire Caribbean region. According to the Joint United Nations Programme on HIV/AIDS (UNAIDS), 0.8 percent of adults in the Dominican Republic are infected. Rates vary greatly within the country, however, with the highest prevalence among men who have sex with men (MSM) and transgender people (from 3.9% to 6.9%) and for female sex workers (FSW) (from 1.7% to 6.3%), according to the Dominican Republic President’s Council on AIDS (COPRESIDA), now known as CONAVIHSIDA, which coordinates the country’s HIV/AIDS strategy.
The goal of the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) in the Dominican Republic’s is to contribute to the country’s efforts to achieve epidemic control (and global 90-90-90 goals) through the development and demonstration of community- and facility-based service delivery models that provide quality interventions for key and priority populations.
MEASURE Evaluation contributed to this goal through the application of methods, tools, and approaches to address health information challenges and gaps and to strengthen the collection, analysis, and use of routine health data through the following activities:
- Use of Priorities for Local AIDS Control Efforts (PLACE) methods to estimate the size of key populations (MSM, FSW, people living with AIDS, and transgender people) at the national and provincial level to inform local and regional organizations for program planning and implementation
- Development of a comprehensive monitoring and evaluation (M&E) framework and associated indicators and tools for PEPFAR/Dominican Republic’s revised strategy to provide a series of site-level packages focused on systems improvements in 11 PEPFAR-supported clinics in four provinces
