MEASURE Evaluation’s mission was to contribute to better health for people living in low-income countries by assisting governments and health institutions to generate and use information to change what doesn’t work and to scale up what does.

People’s health depends upon the combined effects of their genetics, behavior, and the social and physical environment, including prevailing gender norms and the state of natural resources. Effective health policy, trained health workers, and access to health services and commodities are essential for good health. Conversely, health is threatened by the lack of these factors, as well as by engaging in risky behaviors, exposure to violence, and environmental degradation.

The interaction of all of these health determinants is a complex dynamic, unique to each place. Money and interventions to improve these determinants are likely to be less efficient and effective without solid evidence that can inform decisions. This is where MEASURE Evaluation’s expertise came into play. We enabled countries to safeguard public health and improve lives by strengthening their capacity to generate and use high-quality health information to make strategic decisions at local, national, and global levels that are responsive to specific contexts. We also helped build capacity for monitoring and evaluation (M&E) so that results are quantified and adjustments made to improve programs.

We helped local partners develop and strengthen community-based and national health information systems and M&E to generate quality data and to measure what is being done and achieved, thereby allowing for sustained improvements in country development, improved health equity, better lives for people and achievement of an AIDS-free generation and ending preventable child and maternal deaths.
