An Evolving Mandate to Improve Global Health and Health Information Systems
MEASURE Evaluation has two decades of results improving data collection and the global capacity for research, sharing results for global application, evaluating programs and policies, fostering leadership, and improving health information systems (HIS).
In Phase IV, we focused on strengthening HIS so that countries can make better decisions and sustain good health outcomes over time. Over the years, our particular contributions have given us good grounding for that task. We have provided data that has helped curb malaria infections and improve treatments, reduce HIV transmission among at-risk populations, and improve maternal and newborn health.
MEASURE Evaluation has played a significant role in preparing an army of information collectors and analyzers and helped to strengthen data systems so that the data collected are timely, of high quality, and useful. We have provided data to help decision makers know where to put scarce resources; we have created new tools and methods to measure progress; and we have been at the table where global agendas are set and key collaborations are formed.
Each phase of MEASURE Evaluation has had a predominant emphasis. Phase II is when the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the President’s Malaria Initiative (PMI) were launched and we helped established the foundations needed to monitor trends and for those resource infusions to be accountable for having impact. In Phase III, the overall theme was building capacity to expand beyond the basics of the foundation laid in Phase II.
In Phase IV, the overall task was to strengthen the health systems that collect, analyze, and use data. This included governance and management of those systems; the tools, mechanics, and software for data analysis in those systems; and increased capacity for rigorous evaluation.
