Bangladesh has a long history of conducting household surveys to inform its population, health, and nutrition portfolio and a large component of MEASURE Evaluation’s work addressed sampling design, implementation, and data analysis for several of these surveys.

Bangladesh, home to 164 million people, is one of the world’s most densely populated countries. While the population is predominantly rural, it is rapidly urbanizing with 35 percent of people now living in urban areas, according to World Bank estimates. With population shifts come changes in health demographics, exacerbated by a high rate of poverty that contributes to many health challenges.

MEASURE Evaluation, funded by the United States Agency for International Development (USAID), began working in Bangladesh in 2001, initially assisting USAID/Bangladesh to make decisions by conducting evaluation surveys for newly established urban and rural health service delivery projects. Bangladesh has a long history of conducting household surveys to inform its population, health, and nutrition portfolios. MEASURE Evaluation’s  work expanded to include technical assistance and capacity building in survey design, implementation, and data analysis for large population-based surveys, such as the Urban Health Surveys and Bangladesh Maternal Mortality Surveys, and providing evidence to support decisions through impact evaluations of other USAID/Bangladesh projects.  

Starting in 2010, MEASURE Evaluation activities in Bangladesh further expanded to provide support for strengthening individual and system capacities in monitoring and evaluation (M&E) and health information systems (HIS) within the Ministry of Health and Family Welfare (MOHFW). MEASURE Evaluation’s work in Bangladesh involved working in close partnership with the International Centre for Diarrheal and Disease Research, Bangladesh (icddr,b), as well as collaborating with the National Institute for Population Research and Training (NIPORT) and USAID implementing partners. MEASURE Evaluation’s focus in Bangladesh included:

  • Working closely with the MOHFW’s Planning Wing’s Program Management and Monitoring Unit (PMMU) to build capacity and strengthen performance monitoring and reporting of the sector-wide health program to ensure evidence-based decision making and inform health policies and programming.
  • Digitizing routine health information systems from the rural community level to district health facilities by developing, testing, and rolling out a population registration system (PRS) and automated routine data collection and reporting mechanisms for community and facility health workers from the Directorate General for Health Services (DGHS) and the Directorate General of Family Planning (DGFP).
  • Conducting rigorous evaluations of USAID’s health programs in Bangladesh for improved planning, programming, and evidence-based decision making.
  • Working collaboratively on NIPORT-led technical working groups and committees involved in the design, implementation, analysis, and report writing for national population-level surveys to provide evidence on priority health needs and gaps and inform policy and programming for decision makers.
  • Conducting workshops on M&E for USAID and USAID implementing partners, in collaboration with icddr,b.
