Lesotho
Lesotho is a mostly rural, lower middle-income country of about two million people. According to the Joint United Nations Programme on HIV/AIDS (UNAIDS), the HIV prevalence rate in adults ages 15 to 49 is nearly 23 percent. There are approximately 70,000 children under age 17, orphaned or made vulnerable by HIV/AIDS.
In Lesotho, an implementing partner working with the United States Agency for International Development (USAID) is working on a broad effort to prevent and mitigate the social and economic impacts of HIV on children affected by HIV and their households. The implementing partner, University Research Co (URC), uses a case management approach to keep orphans and vulnerable children (OVC) healthy, safe, stable, and in school. As others assessed the effectiveness of this approach in Lesotho, MEASURE Evaluation conducted a scale-up assessment to determine the opportunities and possible barriers of expanding this work to other settings in Lesotho and elsewhere.
This scale-up assessment was conducted also in Zimbabwe and Swaziland and was used to identify opportunities for linkages and referrals to other HIV and AIDS health services.
MEASURE Evaluation also applied a MEASURE Evaluation guide, “Collecting PEPFAR Essential Survey Indicators: A Supplement to the OVC Survey Tools,” to collect data required to fulfill the Monitoring, Evaluation and Reporting (MER) Essential Survey Indicators, required by the United States President’s Emergency Plan for AIDS Relief (PEPFAR).
