MEASURE Evaluation's work in Kenya focused on HIV programs, malaria, capacity building, information systems, data quality, child protection, reproductive health, and family planning.

Kenya, in east Africa, is the largest and one of the fastest-growing economies in sub-Saharan Africa, and has an affluent urban minority among its population of 48.5 million people (2016). However, poverty remains a challenge (33.6 percent of the population live below the poverty line of USD $1.90 per day (United Nations Development Program, 2016).  A new constitution in 2010 devolved significant power to county governments, a shift that affected all services, including health service delivery.

Kenya has met some Millennium Development Goals, such as reduced child mortality and near universal enrolment in primary school. In the health sector, free maternal healthcare at public facilities and increased government spending on health are promising developments. Infant mortality is 35.5 per 1,000 live births, about 12 percent of one-year-olds are not immunized (UNDP, 2016), and HIV prevalence among adults is just under six percent (Kenyan Ministry of Health, National AIDS and STI Control Programme, 2015).

MEASURE Evaluation, funded by the United States Agency for International Development (USAID), worked in Kenya for more than 10 years, including for five years (2012–2017) on MEASURE Evaluation PIMA, a bilateral award from the USAID Mission in Kenya. Our work there focused on HIV programs, malaria, capacity building, information systems, data quality, child protection, reproductive health, and family planning.

In HIV programming, MEASURE Evaluation focused on evaluation and tools:

  • An evaluation of client care and health system performance as impacted by the realignment of funds from the United States President’s Emergency Plan for AIDS Relief (PEPFAR)
  • A baseline evaluation to measure the impact and performance of a program to reduce HIV transmission in regional transportation hubs in eastern Africa
  • Tools to collect and analyze monitoring and evaluation and reporting data on programs to benefit orphans and vulnerable children (OVC) that focus on health care; nutrition; HIV testing, care and treatment; and parenting and economic strengthening support
  • A case study approach on best practices in improving gender-related HIV data quality and use

In health informatics and health information systems (HIS) strengthening, MEASURE Evaluation:

  • Collected data to measure the performance of the country’s HIS, which was used to assess and improve HIS performance—part of the project’s Learning Agenda
  • Assessed readiness for making data systems interoperable, using a MEASURE Evaluation assessment tool for digital HIS interoperability

For malaria, MEASURE Evaluation:

  • Evaluated the impact of the country’s scale-up of malaria control interventions in the priority counties of the U.S. President’s Malaria Initiative (PMI)
  • Strengthened the related information systems for surveillance and supported the National Malaria Control Programme to strengthen data quality and data use.

Much of the project’s work in Kenya was conducted under five-year Associate Award: MEASURE Evaluation PIMA. This work focused on HIS strengthening, child protection, and capacity building. The project produced a large body of work that is archived in the MEASURE Evaluation PIMA portion of the website.
