Community-based and County-based Health Initiatives
Building capacity at community and county levels is especially critical as Kenya undergoes the constitutionally mandated devolution of accountability and responsibility for health outcomes to the county and district levels. Although the concept puts accountability for health care and outcomes closer to the people, success is, so far, hampered by gaps in capacity at the county level to gather and interpret data for informed decision making.
MEASURE Evaluation PIMA (MEval-PIMA) targets counties with a high burden of HIV infection to support their health management teams (CHMT) to identify and respond to monitoring and evaluation (M&E) information needs, which affect program design and, ultimately, the potential to save lives. MEval-PIMA also helps fortify information systems at the community level so communities can prioritize their specific health needs and provide quality data onward to the county level and beyond.
Key areas of focus:
- Assist CHMTs to develop strategic plans, annual work plans, M&E plans, performance monitoring and reviews, and vital statistic registration. We support this through meetings and conferences for information sharing, mentorship, leadership training, and technical assistance that will contribute to sustainability;
- County assessments to identify gaps, and training to improve health program planning, and the institutionalization of data review – including gender considerations – for CHMTs; and
- Assist the national Community Health Strategy Unit to develop best practice guidelines and Standard Operating Procedures, focusing on mobile technology (m-health) for Community Health Information Systems.
