Organizing Framework for a Functional National HIV Monitoring and Evaluation System
This document introduces an organizing framework for a functional national HIV M&E system. This framework provides (1) a description of the main components of a functional national HIV M&E system, and (2) performance objectives for each component against which to assess progress in establishing such a system.
This document, developed with MEASURE Evaluation input, introduces the 12 system components that need to be present and work to an acceptable standard for the national HIV M&E system to function effectively. The framework is useful for defining a shared vision for the M&E system, developing national strategies to build system capacity, and monitoring system performance over time. Though the tool was developed for HIV M&E systems, it can be adapted for other health M&E program areas.
The tool aims to promote country ownership, collaboration, integration and harmonization of the system through the costed work plan that should be led by the host countries. The work plan is expected to be developed bearing in mind key activities that may be implemented to improve the system.
This document is part of a series of guidance documents developed under the auspices of the UNAIDS Monitoring and Evaluation Reference Group to support national HIV M&E system development.
