Abstract:

This report summarizes the results of a workshop on the monitoring and evaluation (M&E) of national AIDS programs. The workshop, held in Entebbe, Uganda, from April 23 to 26, 2001, focused on recent changes in the landscape of HIV prevention and care: rising infection and death rates are eroding the denial associated with HIV epidemics in African nations and arousing a larger and organized response from the international community. These renewed efforts have brought new challenges to M&E efforts, yet at the same time, have made them more critical than ever.
