Abstract:In an effort to develop a multi-sectoral approach to reducing the spread of HIV in Rwanda, the government committed to strengthening systems to ensure data-informed decision making. This case study describes the approach used to strengthen data demand and use (DDU or DDIU) and outlines the best practices for promoting and institutionalizing data-informed decision making. The government worked through national agencies and various development partners ‑ the National AIDS Control Commission (CNLS); the Ministry of Health; the Center for Treatment and Research on AIDS, Malaria, Tuberculosis, and Other Epidemics (TRAC Plus); and with development partners, including MEASURE Evaluation and the Joint United Nations Programme on HIV/AIDS (UNAIDS).
