Abstract:Written for USAID program managers and project designers, this report aims to spread current knowledge and practices regarding the measurement of capacity-building activities in developing country health systems. Sources for this document include the published literature, unpublished documents, and informal discussions with practitioners in the field. This report was also informed by a two-day meeting on Measuring Capacity Building in Health and Population Programs. Within this document are: definitions for capacity and capacity-building; discussions of donor organizations' recent focus on supporting sustainable health systems; a conceptual framework for mapping capacity; methodological challenges to measuring capacity and capacity building; and existing indicators and tools to measure capacity and capacity-assessment.
