The Next Phase of MEASURE Evaluation
The United States Agency for International Development’s Bureau for Global Health awarded MEASURE Evaluation Phase IV to the University of North Carolina at Chapel Hill Carolina Population Center and its partners, Futures Group, ICF International, John Snow Incorporated, Management Sciences for Health, and Tulane University School of Public Health and Tropical Medicine.
The objective of MEASURE Evaluation Phase IV is to enable countries to strengthen their systems to generate high quality health information that is used for decision making at local, national, and global levels. The project will work to achieve this objective by concentrating on these four result areas:
- Strengthened collection, analysis and use of routine health data
- Improved country-level capacity to manage health information systems, resources and staff
- Methods, tools and approaches improved and applied to address health information challenges and gaps
- Increased capacity for rigorous evaluations
“We will respond to the complexity of this task by applying more systems thinking. There are many moving parts affecting each other and systems thinking provides ways to achieve progress in the midst of complexity,” said Project Director Jim Thomas.
MEASURE Evaluation Phase IV builds on USAID’s decades-long support to improve monitoring and evaluation (M&E) in the health sector. In this Phase, more emphasis will be placed on strengthening the collection, analysis and use of routine health information and on increasing local capacity for implementation of rigorous evaluation (including impact evaluation).
MEASURE Evaluation Phase IV is a five-year Leader with Associates Cooperative Agreement with a ceiling of $180 million. USAID Operating Units can provide core or field funding to the Leader Award, or may establish separate Associate Awards that they would manage directly. MEASURE Evaluation Phase IV is a Global-Health-Bureau-wide project that works across all health elements and can accept all types of funding.
The expected period of performance for the Leader Award is July 1, 2014 – June 29, 2019.. Associate Awards may be issued up until the end date of the Leader Award and may extend up to five years beyond the period of performance of the Leader Award.
