Framework for Evaluating National Malaria Programs in Moderate- and Low-Transmission Settings

Roll Back Malaria’s Monitoring and Evaluation Reference Group (RMB MERG) Evaluation Task Force developed a framework for evaluating national malaria programs in moderate- and low- transmission settings.

CHAPEL HILL, NC—Malaria epidemiology has changed dramatically since the early 2000s with transmission decreasing and becoming more focalized and heterogeneous in many countries. The increasingly heterogeneous transmission of malaria and the evolving intervention landscape require different analytic methods for evaluating malaria programs.

To address this need, Roll Back Malaria’s Monitoring and Evaluation Reference Group (RMB MERG) Evaluation Task Force developed a framework for evaluating national malaria programs in moderate- and low- transmission settings. It is intended to be used by monitoring and evaluation (M&E) staff within national malaria programs, ministries of health, donor agencies, and other partners to identify appropriate approaches for evaluating their programs.

The framework builds on existing work by RMB MERG, expanding it with a specific focus on moderate- and low-transmission settings. Specifically, the framework:

  • Emphasizes using process evaluation to link program maturity and implementation strength to impact—and provides descriptions of how to make these linkages.
  • Provides guidance on aggregating subnational evaluation results to tell a national-level narrative and more accurately describe malaria transmission settings.
  • Provides suggestions on how to address common evaluation data challenges occurring as malaria programs evolve. Examples include expanding diagnostic services, changing health information system indicator definitions, and revising survey sampling domains.
