Referral systems play an increasingly important role in the health systems of developing countries as a result of the recent impetus toward service integration. However, referral systems often do not function as intended and there is a lack of information to know when the referral system is failing or which areas require improvement. This presentation will introduce a new toolkit designed by MEASURE Evaluation for assessing and monitoring referral system functioning. Regular assessment and monitoring of referral systems should aim to assure that the underlying processes are operating properly, providers are linking clients to the services they need, and clients are able to access a comprehensive package of health and related services.

Dr. de la Torre is a senior monitoring and evaluation specialist with 20 years of experience providing research and monitoring and evaluation (M&E) services. She has broad research experience in the area of reproductive health, HIV/AIDS and malaria. For the past 5 years she has been working for the MEASURE Evaluation project providing technical guidance to USAID and developing-country governments on how to strengthen M&E systems and use data for decision making. She also supports evaluation research for the MEASURE Evaluation project and for ICF International. Among other activities, she helped develop the Referral System Assessment and Monitoring Toolkit.
