Introduction to the MEASURE Evaluation Reproductive Health Cost Reporting System

Program managers, finance directors, and funders often want to know the cost of delivering services. To answer this, programs often undertake or commission cost studies. Such studies take time, can be expensive, and provide one-off information. Yet, the basic information to estimate service delivery costs most often are available to an organization in real time, housed in its tracking systems and service delivery records for human resources, procurement, and asset management. MEASURE Evaluation, with support from the United States Agency for International Development (USAID), has developed a web-based tool, the Reproductive Health Cost Reporting System (RHCRS), that can be configured for any health program. The system can estimate costs for each of the services a program offers, by service delivery point and with the individual cost elements. The RHCRS can be a valuable management tool for health service delivery.
This webinar will provide an overview of the tool’s purpose and how the system works, who it is intended for, and a demonstration on how to use the online system.

Speakers
Scott Moreland (PhD, Duke) is a senior fellow and economist at Palladium with over 45 years of experience in academia, the private sector, and in international development assistance. He has specialized in computer modeling for developing countries that link population with the economy and social sectors. Over the past 25 years, he has worked extensively in Nigeria under several projects with the National Population Council, National Agency for the Control of AIDS (NACA), and the Federal Ministry of Health, helped to develop the country’s population policy, conducted research on reproductive health issues and has lead the development of national-level RAPID model applications as well as state-level application in Bauchi and Sakoto states. Currently he serves as senior advisor for the MEASURE Evaluation Project (based at the University of North Carolina at Chapel Hill) and he provides modeling support for Palladium’s USAID-funded Health Policy Plus Project. Prior to joining Palladium (formerly Futures Group) he was at RTI International and was a lecturer in economics at the University of Warwick, England.
Shaylen Foley (MPH, Yale) is monitoring and evaluation and learning (MEL) specialist for MEASURE Evaluation in the health economics portfolio. She focuses on economic evaluations and cost analyses, the application of qualitative methods to economic evaluation, and brings regional experience in sub-Saharan Africa and Southeast Asia. Prior to joining MEASURE Evaluation, she led research activities through the Yale Global Health Justice Partnership and Centre for Excellence in Research on AIDS in Malaysia. She also completed a Fulbright Fellowship in Indonesia.
