Really interesting examples, but I am just wondering if these tools work
equally well at a lower level, for instance within one facility or one NGO?
Yes they can be used with one facility or one NGO.
Why not build a holistic Web-based GIS to handle all of those data in layers
of overlay with user capacity to activate / deactivate; It seems like Web GIS
systems could integrate vital stats, immunization registries, notifiable
disease and more, at all scales, regional, national, subnational, and facility,
simultaneously.
The short answer is this is a good idea. The key is being able to do it, as in the
question it highlights that it is to "integrate" the information and then interact with
the data. The issue is being able to build and sustain the geographic linkage
between the vital stats, immunization registries, notifiable disease and other
datasets to enable the integration. Once you have the data linked geographically
then you need to compare data at the similar scales and create linkages
between the datasets, beyond just geography, to minimize the risk of conclusion
that are ecological fallacies. This can be done, but there are considerations
when do this; as always it depends on your data. Because you are asking
greater questions of the data than with other methods you need to more
stringent on the quality and validity of the method of integration that you are
doing.
Of the countries using the PRISM application, is there one using it
holistically?
Yes, Mexico, Peru, Paraguay and the Dominican Republic. Peru is a good
example, decentralized country; they used all the tools and developed strategic
plans and interventions.
Merits of DHIS 2 versus DHIS 4?
It is actually DHIS 1.4 vs DHIS 2. DHIS 1.4 is a Microsoft Access system, and
DHIS 2 is an open source Web-based system.

information or point us in the direction of more information on the
performance improvement tools developed in Thailand?

As with any form of evaluation, people are nervous when it comes to being
assessed. Do the PRISM tools provide process examples to engage
collaboratively with stakeholders to implement PRISM assessments?
Bring everyone together. Country-owned process. Stakeholders decide to assess
and not us. The initiative comes at the country level and then MEASURE Evaluation
comes in at country level to implement the tool.
How often do you suggest these tools be applied? Monthly, quarterly,
semi-annually, annually, etc.?
It depends on the objective of the tool.
What does it cost to implement the tool in terms of what do you need to be
able to implement it especially as a single national NGO? Thank you.
In the LAC region, we applied both the HMN assessment tool to give an overview
and then drilled down to the routine system; doing both assessments for the
country was around $50,000.
Can these tools be adapted for RH/FP intervention?
Yes absolutely, these tools are flexible and can be adapted to meet program
needs.
