PEPFAR OVC Forum: Measurement for Program Impact
JOHANNESBURG, South Africa--The PEPFAR OVC Forum took place February 1-4, 2015 in Johannesburg. This forum was attended by 88 people, including U.S. government (USG) representatives from 18 countries and from headquarters (the U.S. Agency for International Development, the Centers for Disease Control and Prevention, the Peace Corps, and the Office of the Global AIDS Coordinator), and a number of partner representatives from large PEPFAR-funded programs related to orphans and vulnerable children (OVC).
The purpose of this forum was to ensure that country operational plans include evidence-based, data-driven, well-integrated OVC activities compatible with new PEPFAR guidance. The objectives of the meeting were to:
- Discuss opportunities to contribute to new PEPFAR initiatives -- including the Accelerating Children’s HIV/AIDS Treatment (ACT) Initiative and the DREAMS Initiative (empowering girls to live determined, resilient, empowered, AIDS-free, mentored, and safe lives)
- Discuss the 2015 Country Operating Plans (COPs)
- Provide clear orientation to USG Mission staff on the activity monitoring and reporting requirements for OVC under PEPFAR, including the PEPFAR Monitoring, Evaluation and Reporting (MER) indicators, site improvement through monitoring system (SIMS), and expenditure analysis (EA)
- Discuss best practices in evaluation and ethical, effective, and efficient methods for collecting and managing critical OVC program information, and come to an agreement on best practices in activity-monitoring systems
