Health Information System Strengthening Model: The Enabling Environment
The enabling environment is the foundation for planning, implementing, and maintaining a health information system (HIS). It may involve legislation, partnerships, policies, standards, financing, human resources, capacity and infrastructure—many of which are managed outside the HIS.
Two subareas within the enabling environment area of MEASURE Evaluation’s Health Information System Strengthening Model (HISSM) are HIS governance and leadership, and HIS management.
Examples of interventions corresponding to the subareas listed below are illustrative, essential elements that facilitate improved HIS.
